Description
Brief description of the instrument and its modus operandi
Ministry responsible for the environment, every year has opened a Call for the permits for collection of wild flora, fauna and fungi. The Call is opened on 1st of March and ends on 30th of November and defines the conditions that applicants must meet. Based on the Call, legal persons and entrepreneurs shall submit a request for obtaining permit. Within 15 days of receipt of the request, the ministry informs them about the amounts that were approved and the amount of compensation they have to pay. All legal persons and entrepreneurs who are engaged in the activity of collecting commercial use of wild flora, fauna and fungi have right to apply. Permit for collection of protected species for commercial purposes includes the following information: - Name of the legal or natural person or entrepreneur; - Type and quantity that can be collected; - The collection area; - The terms and conditions of collection; - The deadline for the submission of data on the types and quantities collected and other necessary information. The permit issued to the applicant and cannot be transferred to another legal entity or entrepreneur. Validity period is 1st of March next year, and persons engaged in collection for commercial purposes shall, by 31st of January of the current year for the previous year, submit a reports on collected, used and marketed species, to the ministry and the Institute for Nature Protection. The content of these reports is also prescribed by legal acts.

NWFPs collection has been monitored. There are detailed data on NWFPs collection: quantities, types, types of permits owners... Unfortunately, these data are not available for public.
Brief description of the context for the emergence of the instrument
Studies and monitoring done by Institute for nature conservation have shown that there are many threats to biodiversity, caused by mushrooms and wild flora and fauna over-harvesting. This caused a need for putting under control these activities
