Chapter 10, section 80
For using the road the permission of member of a road maintenance association or road maintenance association is needed if: (1) For action organized by other than road maintenance association and which remarkably increases the maintainance expences of the road (2) for other temporary transports than those for a member of the road maintainance association, except for those transports for agriculture ans forestry by a horse.
The road maintainance association can prohibit the motor vehicle and horse traffic in the road from others than the members of the road maintainance associations members.Source link
