Description
Brief description of the instrument and its modus operandi
By Decree on putting under control the use and trade of wild flora and fauna is prescribed that each legal person, involved in collection of NWFPs for commercial purposes, is obliged to, yearly, organise training of collectors and issue certificate

How is the overall performance of the instrument?
The idea was to ensure sustainable and professional harvesting of NWFPs. Still, many processors are not organising training, or, even if trainings were organised, collectors refuse to attend it.
Brief description of the context for the emergence of the instrument
Biodiversity sustainability was and still is affected by unprofessional harvest of NWFPs. There was urgent need for better regulation in this field
