Description
Brief description of the instrument and its modus operandi
State tenders co-finance measures for maintenance of living environment of wild animals: maintenance of shrub-lands, green belts at water bodies, grazing areas, water bodies in forests; planting of fruit-bearing tree species; installing nesting boxes; preserving dead trees in forest; maintenance of special biotopes. Private owners (inidividuals) can apply. In case private owners are entitled for funding and have no interes in carrying out the measures, they can sbmit a resignation statement and leave the funds to a local hunting association which will do the work and use the funds. Specific co-finance rates are set for individual measures. // Municipal tenders provide financial incentives for same measures as state calls, but usually only hunting associations can apply.
Which problem the instrument is supposed to solve?
The main problem the instrument is trying to address is how to sustain relatively large populations in an increasingly confined space. This is causing damages on agricultural lands, younger forest stands by debarking; and browsing in young growth.
Purpose or main objective / overall goal of the instrument?
The instrument(s) aims to improve living environment of wild animals and by doing that reproduction is more successful, survival rates are higher, damage on agricultural land decreases and lands can sustain larger populations.
Side objectives/goals of the instrument?
By improving the environment individuals can be larger and present more valuable trophies. Less winter feeding can also be necessary.

How the monitoring is ensured?
The municipal calls states that the caretaker of the contract between the municipality and the hunting association will monitor the fulfilment of the agreements. // The state calls are monitored by the forestry service (district forester).
How the compliance is ensured?
The municipal calls propose the possibility to claim funds back if measures are not implemented or the granted association does not allow control over spending of the funds. // The reimbursement of costs of measures (state call) is done according to the clearing of costs and adoption of the project by the district forester.
How is the overall performance of the instrument?
Reliable statistics are available only for state tenders. In 2012, 42,737.60 EUR was assigned to subsidizing measures in private forests, which is about half of the amount from 2011. In quantitative terms: 18.69 ha bush lands and 381.90 ha of grass lands was maintained, 1.95 ha of new pastures was established, 251.60 ha of grassland was moved and hay stored, 211 of water ponds was either established or maintained, 16 larger water bodies have been a subject to remediation, 1,064 of fruit-bearing trees were planted, 185 nesting spots were set-up, 6.5 ha of biotopes-haven was maintained (source Slovenia Forest Service 2013 - report on the work of SFS).

Brief description of the context for the emergence of the instrument
Legal provision from Wild Game and Hunting Act states that concession fee is an income for state and municipal budget, in ratio of 50/50%. The municipality has to use a part of these funds for “green investment” as for improving the environment.
