Description

Brief description of the instrument and its modus operandi

PEFC (Programme for the Endorsement of Forest Certification schemes) is an international forest certification system promoting ecologically, socially and economically sustainable forestry throughout the world

Forest management doesn’t always satisfy certain standards with regard to biodiversity, forest health and maintenance as well as recreational use.

To satisfy certain standards with regard to biodiversity, forest health and maintenance as well as recreational use.


Side objectives/goals of the instrument?

Forest certification is a positive way of informing business partners and consumers how forest management supports sustainable development in practice.

To show that forest owners’ practices are responsible.


Which laws and regulations support the implement of this instrument?

The PEFC Statutes define the objectives, structure and basic procedures of PEFC. Finnish PEFC Standards have been revised and updated every five years (in 2003, 2008, 2013). The updated standard emphasizes the multipurpose use of forests and recognizes new use modes alongside industrial wood production. The standard gives support to multi-functional use of forests and related new business activities as it promotes: The use of forests for outdoor activity and recreational purposes; Hunting and game management possibilities; Agreement-based collection of organic forest products with commercial importance.


The initiator/promoter of the instrument?

Joint public private initiative. PEFC Finland – Finnish Forest Certification Council


Which organizations are involved in the operationalization of the instrument?

Forestry Development Centre TAPIO, regional organizations of private forest owners, Finnish Forest Centre in different regions in Finland


How the monitoring is ensured?

Annual auditing the fulfilment of PEFC standards.


How the compliance is ensured?

No enforcement for individual forest owner. The group certification applied by the forest association can be cancelled if the standards are not fulfilled in the forests of the forest association.


How is the overall performance of the instrument?

No quantitative estimates on the benefits to NWFPs’ providers. Probably PEFC has not changed the forest management more NWFP friendly.
