Description

Section 3.1, 3.2

In this act: The motor vehicle is a vehicle equipped with a motor and it is moving on land or ice, but not on rails and a cross country land is a land area or water area covered with ice, which is not meant for motor vehicle, rail or air traffic purposes.

Section 4. It is not allowed to drive, ride, stop or park the motor vehicle in a land area of another person unless the land owner has given a permission to do so. The permission is not needed: 1) for police, customs services, border guard detachment duties, ambulance or fire or recue services 2) for performing other duties than mentioned in paragraph 1, maintenance of energy and telecommunication services if necessary 6) for going to permanent residence in difficult circumstances if road conditions are in a bad condition 7) for disabled persons and their support persons if necessary 8) outside the population centers parking or stopping in the immediacy of a road without disturbing the owner of occupier of the land area if safe parking so require. 9) Necessary moving in the area as determined in the Mining Act (621/2011) The right to move on ice covered areas is determined in the Water Act (587/2011).

Section 13.1, 13.2 As determined in this Act, it is possible to establish a marked snowmobile track for public use in the snowy period. Snowmobile track is a road determined in the Vehicles Act (1090/2002), which is meant for snowmobile traffic. Permanently needed stopping and mandated territories can belong to the tracks.
