Description

This Decree-Law approves the legal regime for forestry management planning and intervention. It consists of seven chapters establishing forestry management plans; forest protective measures, reforestation, forest control, composition and competencies of authorities entitled to carry out plans on reforestation and other activity of this sector. This legal document considers three levels of planning: regional, local (management unit scale) and operational.

Forestry Regional Plans (PROF): these plans contain an evaluation of potential use of forest land, a list of forest species suited to expansion and conversion of forests and establish critical areas concerning risks of fire, erosion as well as ecological, economic, social and cultural importance. These plans contain also silvicultural guidelines for sustainable use of forest resources in each region. Forest Management Plans (PGF): these plans are implemented at the forest management unit level, according to the approach of the respective PROF and technical documentation has been issued to support their elaboration.

Plans for Specific Forest Intervention (PEIF) are operational plans intended to implement specific measures for the protection against forest fires and biotic agents, and soil protection against erosion. Government order nº 20194/2009, 2009-09-07, defines guidelines for the elaboration of these plans (http://dre.pt/pdf2sdip/2009/09/173000000/3636736374.pdf)and technical documentation has been issued in portuguese.
